How do I find out which experts reviewed a peer-reviewed article before it was published to make it a refereed publication?

Try contacting the editor of the journal to see if that information is available to the public.  Reviewers and authors do not always know who is involved in the peer-review process.  You may be able to find the editor on the journal's website.
